Panama 2018 were pretty terrible. VAR basically killed their defensive tactics they used in qualification. Going back further Zaire (1974) have the worst record of a world cup team though they were being threatened by a dictator back home so maybe not so fair to include them.

Bolivia (1950) played 1 game at the world cup finals, an 0-8 loss to Uruguay

South Korea 1954, played 2 games, lost 0-9 and 0-7.

The Greek team in 1994 was absolute trash. I saw them play Bulgaria and they looked lost on the pitch. They got beaten a combined 10-0 (Nigeria, Bulgaria and Argentina). Hard to believe they won the Euros 10 years later.

Also funny since they qualified over Portugal, England, Denmark, Czechoslovakia and France. They had luck when the groups were drawn but they also even got first in their qualifying group.

It was a famously poorly prepared and motivated team. They came to the USA for vacation and were more interested in sightseeing than in being professional on the pitch.
