Most people would not care or talk about these issues to the same degree if Man City, PSG, Chelsea, and Newcastle were in 3rd or 4th division (most people don't seem concerend about Sheffield United, Paris FC, Monaco, and Nice many even were rooting for them as plucky underdogs in the last few seasons). Even if they were still in the top division but seen as more like underdogs with "smaller ambitions" they'd be given more of a pass a la Leicester with King Power and its Thai Gov't connections (as long as its a feel good story for neutrals [despite fans of teams in the championship had issues with it]). At the end of the discussion, theres a significant part that is a matter of perception of these clubs being viewed as a threat to the top clubs which of course has the most fans and therefore lends to most discussions in this sport.
