VAR only intervenes when the ref blatantly misses something or makes a 100% wrong observation, here the ref saw that Malacia hit the Welsh player (which was correct) and judged that it was a pen. Nothing VAR can do if the ref tells him that
There is but VAR are fucking useless because they never look at what the correct decision is, they only look at whether the ref was 100% wrong or not so they're looking for any justification for the refs decision they can find. It's the worst possible implementation of a video referee imaginable.

This wasn't a duel. A duel is when 2 players next to eachother run/jump towards the ball (usually facing eachother). In this case it's a player coming from behind and bumping into the head of the player who actually has the ball.
And I repeat, how many of these are there in an average match, even just from FK's and corners, never mind from crosses in open play.
Both players went for the same ball, both can't get the ball. These things happen in football.

Well it depends whether they are really similar (many challenges in football are not similar to others). If they are, then referees should simply give those fouls more often. It's not like it's crazy to think so, we see things like this were the referee doesn't blow his whistle posted almost every day on the internet.

True and normally in football, the player that is too late and doesn't get the ball will then be the one making a foul on the opponent, especially if there is contact involved. Both players go for a header, one actually gets the ball and heads it, the other jumps into the head of the player who headed the ball, after that player has already headed the ball. This means that this player was too late with his challenge and therefore has made a foul.

Well my team is the Netherlands. I am Dutch and I still think it's a penalty.
The Welsh dude stops to head the ball, while Malacia comes running from the left hand side to try and win the ball, misses it and therefore bumps his shoulder into the back of the head. It's not "just a duel" and "interfering with play" is not a criteria for a foul.
It is when there is a penalty to be given or not. You don't get to waste your opportunity and then still get a penalty after you miss it.

Advantage is a law that applies at all times. Penalty isn't excluded. The "chance" Bale had was a very difficult one and not necessarily bigger than the chance from the penalty spot. Since there was no advantage for Wales, the referee goes back for the penalty. He can do it outside the box and inside the box as well.

From the left side of the pitch is what I mean, so yes indeed he comes from behind the player. He is the one running towards the ball/into him as he saw danger and he is the one that therefore is too late for the ball and bumps into the back of the head with his shoulder.

A collision in a duel is if both players run into eachother. However in this case it's Malacia who runs into Roberts to try to win the ball, but completely misses it and therefore has his shoulder hitting the back of Roberts' head.
