Personally, for many reasons, I don't believe Barca paid off individual referees (or at least not most of them - I'll leave some cases open - like Iturralde or Clos Gomez). It just might get too messy over time - too many people will be "in the know", there will be too many people to buy, it's hard to control. What they did was "smart" - they influenced the system and managed to skew its natural "balancing" mechanism.
If you're deciding who gets promoted and who gets relegated, you can imagine that quite quickly you can get yourself a set of referees who just personally prefer Barca over Madrid, and in some cases it might not even be that - they might've been looking for some referee "profile", e.g. maybe they promoted refs who are easily "convinced" by players running up to them on the pitch, and that's why after a 10+ years of that the whole of La Liga is doing that.
