A county. As in: this map shows the county of Flanders at its territorial peak. But, what is currently known as the region of Flanders is the entire Dutch-speaking half of Belgium, which is far bigger. In the west of that same region, however, are two provinces called West-Flanders and East-Flanders, which more or less cover the original county, except for the parts that were lost to France and the Netherlands over the centuries. Wait, it gets even more complicated. During the Middle Ages, Flanders lost Zeeland to the county of Holland, who claimed it as a county of his own. But during the Eighty Years War, Flanders lost its northern coast to the Dutch Republic, who governed it as States Flanders. Currently, that area is still Dutch but now it is part of the province of Zeeland and known as Zeelandic Flanders. The bit lost to France since the 16th century is known as French Flanders. It is split in Westhoek or Maritime Flanders where they speak Dutch (aka Flemish Flanders) and Walloon Flanders where they speak French (aka Romance Flanders). So in the end, Flanders is a bit complicated.

Why ? It's way better this way, as it shows the real names used by locals.

It's shows the names in English. This means the local names for unknown places, and translated names for well known places (like Bruges). For the rivers, they even went with "Escaut" in what's currently France. As that's indeed the French name. But for the current Belgian part of the river, they preferred the English "Scheldt" over the modern Dutch "Schelde". It's just a bit of a clusterfuck.
